Defense 3.0: a new doctrine centred on speed, scale and cost efficiency

London, United Kingdom, 8th April 2026 - Tiberius Aerospace today announced the launch of its new white paper, “Defence 3.0: Innovate Faster, Scale Quicker, Do It Cheaper,” outlining a new model for how nations can deter, defend and win in modern conflict.

The report argues that the character of warfare has fundamentally changed. Advantage is no longer defined by the most advanced or expensive systems but by the ability to innovate rapidly, scale production efficiently and deliver capability at lower cost. The emergence of low-cost technologies capable of neutralising high-value assets has exposed a growing mismatch between traditional defence procurement systems and the realities of modern conflict.

The paper highlights structural challenges within existing acquisition models, particularly in the UK, where long procurement timelines, high costs and limited adaptability continue to constrain delivery. The Ministry of Defence is managing a £288.6 billion equipment plan alongside a £16.9 billion affordability gap, underscoring the need for a more agile and efficient approach.

In response, the white paper introduces “Defence 3.0” as a new doctrine centred on speed, scale and cost efficiency. It replaces linear procurement with a continuous, data-driven cycle linking frontline feedback directly to design, production and deployment, enabling capability to evolve in real time.

At the centre of this model is GRAIL (Generative Real-time Artificial Intelligence Lethality), a digital platform to transform procurement into an open, performance-led system. By embedding real-time data and enabling collaboration across government, industry and the military, GRAIL accelerates development, increases competition and improves the efficiency of capability delivery.

The report concludes that defence acquisition must be redefined as a strategic function, central to deterrence and industrial resilience. Defence 3.0 provides a framework to align military demand with industrial capacity, enabling governments to deliver capability at the speed and scale required by modern conflict.
